Abhayanand/ Distinguish IPS/ DGP of Bihar
An upright Police officer who has always called for making the state police a people friendly force, Abhayanand is also known for his contributions to the society. He conceptualized a social experiment called Super 30 to help poor students to crack IIT JEE, which is supposed to be the toughest undergraduate entrance test in India. Abhayanand is also credited with the success of speedy trial of cases in Bihar, which was launched while he was the ADG (headquarters) in 2006. Later, during his tenure as the ADG at Bihar Military Police in Patna, he motivated the constables to donate generously from their salaries to metamorphose a dilapidated government hospital into a modern nursing home with state- of- the- art facilities for treatment of the family members of the police force.
Abhayanand did his schooling from St. Xavier's High School, Patna and St. Michael's High School, Patna. He majored in physics at the top of his class from Science College,Patna. His wife Dr. Nutan Anand is a obstetrician and gynecologist.
Abhayanand was appointed as D.G.P Bihar on 25 August 2011. He took charge as the 48th D.G.P of the state on 31 August 2011.His father Late Mr. Jagdanand was the 28th D.G.P, Bihar during 1985-86.
Abhayanand is said to be the brain behind the speedy trial and convictions of criminals in Bihar, one of the states in India. Bihar was infamous for its notorious criminals. Abhayanand came up with the concept of speedy trial to reign in the crime and criminal in this state of India. He wanted the police to focus more on conviction. Arms Act, he believed was a very powerful which the police can use to instill fear of law in the unabating lawbreakers in Bihar. As policemen themselves can be witnesses in a Arms Act chargesheet, he thought there wouldn't be the risk of not getting witnesses or witnesses turning hostile. There were a record number of convictions, including that of some of very powerful bahubalis (musclemen). This had a huge impact on the law and order condition in Bihar. In 2010 alone, 14,311 persons were convicted in speedy trials out of which 37 persons were awarded capital punishment and 1,875, life imprisonment. As Abhayanand had envisoned, this instilled the fear of law in the lawbreakers. This initiative has drawn the attention of many across the world.
